Une position qui relance le d\u00e9bat sur la souverainet\u00e9 financi\u00e8re dans l\u2019espace UMOA.<\/strong><\/p>\n<p>Qui d\u00e9tient r\u00e9ellement les banques de l\u2019UMOA ? Les chiffres sur la structure du capital des \u00e9tablissements de cr\u00e9dit dessinent une carte bancaire tr\u00e8s contrast\u00e9e. Si, \u00e0 l\u2019\u00e9chelle de l\u2019Union, les int\u00e9r\u00eats nationaux contr\u00f4lent 44,1% du capital, cette moyenne masque de profondes diff\u00e9rences entre les pays.<\/p>\n<p>Avec 67,6%, le Burkina Faso arrive nettement en t\u00eate du classement. Le pays affiche la plus forte proportion de capitaux nationaux dans son secteur bancaire, tr\u00e8s au-dessus de la moyenne r\u00e9gionale. Une performance qui place le march\u00e9 burkinab\u00e8 devant le Niger (50,1%) et le Togo (49,1%). La C\u00f4te d\u2019Ivoire, poids lourd \u00e9conomique et financier de l\u2019Union, suit avec 44,4%, soit un niveau quasiment align\u00e9 sur la moyenne communautaire.<\/p>\n<p>Le classement r\u00e9v\u00e8le ainsi un paradoxe : les \u00e9conomies les plus importantes de l\u2019espace UMOA ne sont pas n\u00e9cessairement celles o\u00f9 la d\u00e9tention nationale du capital bancaire est la plus \u00e9lev\u00e9e. Derri\u00e8re les quatre premiers pays, la part des capitaux nationaux recule sensiblement. Elle s\u2019\u00e9tablit \u00e0 38,6% au S\u00e9n\u00e9gal et 38,5% au Mali. Le B\u00e9nin ferme le groupe avec 34,2%.<\/p>\n<p>Mais c\u2019est en Guin\u00e9e-Bissau que la d\u00e9pendance vis-\u00e0-vis des capitaux non nationaux appara\u00eet la plus forte. Les int\u00e9r\u00eats priv\u00e9s nationaux n\u2019y repr\u00e9sentent que 13,6% du capital bancaire, tandis que l\u2019\u00c9tat ne d\u00e9tient aucune participation.<\/p>\n<p>\u00c0 l\u2019\u00e9chelle de l\u2019UMOA, les int\u00e9r\u00eats nationaux repr\u00e9sentent 44,1% du capital des \u00e9tablissements de cr\u00e9dit. Cette participation repose sur deux piliers : 20,6% pour les \u00c9tats et 23,5% pour les investisseurs priv\u00e9s nationaux.<\/p>\n<p>Cette r\u00e9partition est loin d\u2019\u00eatre anodine. Elle montre que la puissance publique conserve une place significative dans le financement et la gouvernance du syst\u00e8me bancaire r\u00e9gional, alors que le secteur priv\u00e9 national repr\u00e9sente lui aussi pr\u00e8s du quart du capital. Au-del\u00e0 du simple classement, ces chiffres posent une question strat\u00e9gique : qui contr\u00f4le le financement des \u00e9conomies de l\u2019UMOA ?<\/p>\n<p>La d\u00e9tention du capital bancaire ne d\u00e9termine pas \u00e0 elle seule l\u2019orientation du cr\u00e9dit, mais elle constitue un indicateur important du degr\u00e9 d\u2019ancrage national du syst\u00e8me financier. Avec 67,6% de capitaux nationaux, le Burkina Faso appara\u00eet, sur cet indicateur, comme le pays o\u00f9 la souverainet\u00e9 du capital bancaire est la plus affirm\u00e9e dans l\u2019Union.<\/p>\n<p>Reste \u00e0 savoir si cette forte pr\u00e9sence nationale se traduit effectivement par une plus grande capacit\u00e9 des \u00e9conomies \u00e0 orienter le cr\u00e9dit vers leurs priorit\u00e9s : financement des PME, agriculture, industrie, transformation locale et investissements structurants.
