R\u00e9uni en Conseil des ministres le jeudi 30 juillet 2026, il a adopt\u00e9 un d\u00e9cret fixant une nouvelle liste des produits soumis \u00e0 <\/span><span class=\"s2\">Autorisation sp\u00e9ciale d\u2019importation (ASI)<\/span><span class=\"s1\"> et \u00e0 <\/span><span class=\"s2\">Autorisation sp\u00e9ciale d\u2019exportation (ASE)<\/span><span class=\"s1\">. Cette r\u00e9forme s&rsquo;inscrit dans la volont\u00e9 des autorit\u00e9s de soutenir l&rsquo;industrialisation du pays et de mieux encadrer les \u00e9changes commerciaux de produits jug\u00e9s strat\u00e9giques.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Le nouveau texte proc\u00e8de \u00e0 la relecture du d\u00e9cret n\u00b02018-0860\/PRES\/PM\/MCIA\/MINEFID du 12 septembre 2018 ainsi que de ses modificatifs. Selon le gouvernement, cette r\u00e9vision r\u00e9pond \u00e0 la n\u00e9cessit\u00e9 d&rsquo;int\u00e9grer de nouveaux produits en ad\u00e9quation avec les priorit\u00e9s nationales en mati\u00e8re de transformation industrielle et de valorisation de la production locale. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Parmi les principales innovations figure l&rsquo;inscription de la <\/span><span class=\"s2\">farine infantile<\/span><span class=\"s1\">, du <\/span><span class=\"s2\">couscous<\/span><span class=\"s1\">, de la <\/span><span class=\"s2\">semoule<\/span><span class=\"s1\"> et du <\/span><span class=\"s2\">gritz de ma\u00efs<\/span><span class=\"s1\"> sur la liste des produits soumis \u00e0 Autorisation sp\u00e9ciale d&rsquo;importation. Du c\u00f4t\u00e9 des exportations, la <\/span><span class=\"s2\">farine de bl\u00e9<\/span><span class=\"s1\">, la <\/span><span class=\"s2\">farine de c\u00e9r\u00e9ales<\/span><span class=\"s1\">, le <\/span><span class=\"s2\">couscous<\/span><span class=\"s1\">, la <\/span><span class=\"s2\">semoule<\/span><span class=\"s1\"> et le <\/span><span class=\"s2\">gritz de ma\u00efs<\/span><span class=\"s1\"> seront d\u00e9sormais soumis \u00e0 une Autorisation sp\u00e9ciale d&rsquo;exportation. Cette mesure vise \u00e0 pr\u00e9server l&rsquo;approvisionnement du march\u00e9 national tout en encourageant la transformation locale des mati\u00e8res premi\u00e8res. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Le d\u00e9cret apporte \u00e9galement une modification terminologique importante. L&rsquo;expression <\/span><span class=\"s2\">\u00ab d\u00e9bris de m\u00e9taux ferreux et non ferreux \u00bb<\/span><span class=\"s1\"> remplace d\u00e9sormais celle de <\/span><span class=\"s2\">\u00ab ferrailles \u00bb<\/span><span class=\"s1\">, afin d&rsquo;inclure explicitement les d\u00e9chets d&rsquo;aluminium, de cuivre ainsi que les batteries usag\u00e9es parmi les produits soumis \u00e0 Autorisation sp\u00e9ciale d&rsquo;exportation.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">En regroupant dans un m\u00eame texte l&rsquo;ensemble des produits concern\u00e9s par les r\u00e9gimes d&rsquo;ASI et d&rsquo;ASE, le gouvernement entend renforcer la lisibilit\u00e9 du dispositif r\u00e9glementaire et am\u00e9liorer le contr\u00f4le des flux commerciaux.
