Au Burkina, le Conseil des ministres a adopt\u00e9, ce mercredi \u00e9 juillet 2026, deux d\u00e9crets portant respectivement cr\u00e9ation et adoption des statuts de la soci\u00e9t\u00e9 d’\u00e9conomie mixte \u00e0 participation publique majoritaire d\u00e9nomm\u00e9e CIM-SAHEL. \u00c0 travers cette initiative, le gouvernement entend renforcer la disponibilit\u00e9 du ciment, lutter contre la sp\u00e9culation sur les prix et accompagner la dynamique de r\u00e9alisation des infrastructures \u00e0 travers le pays.<\/strong><\/p>\n

Face \u00e0 la forte demande en mat\u00e9riaux de construction induite par les nombreux chantiers d’infrastructures engag\u00e9s au Burkina Faso, le gouvernement a d\u00e9cid\u00e9 de mettre en place un nouvel instrument de r\u00e9gulation du march\u00e9 du ciment. R\u00e9uni en Conseil des ministres, l’Ex\u00e9cutif a adopt\u00e9 deux d\u00e9crets relatifs \u00e0 la cr\u00e9ation de la soci\u00e9t\u00e9 d’\u00e9conomie mixte \u00e0 participation publique majoritaire CIM-SAHEL et \u00e0 l’approbation de ses statuts.<\/p>\n

Pr\u00e9sentant cette d\u00e9cision \u00e0 l’issue des travaux du Conseil, le ministre charg\u00e9 de l’Industrie, du Commerce et de l’Artisanat, Serge Gnaniodem Poda, a indiqu\u00e9 que cette mesure r\u00e9pond \u00e0 un besoin de r\u00e9gulation d’un secteur strat\u00e9gique pour l’\u00e9conomie nationale.<\/p>\n

Selon lui, le Burkina Faso conna\u00eet actuellement une acc\u00e9l\u00e9ration sans pr\u00e9c\u00e9dent de son d\u00e9veloppement, mat\u00e9rialis\u00e9e par la multiplication des chantiers dans plusieurs domaines. Cette dynamique entra\u00eene une demande soutenue en ciment, indispensable \u00e0 la r\u00e9alisation des infrastructures publiques et priv\u00e9es.<\/p>\n

Le ministre a rappel\u00e9 que le pays dispose d’une dizaine d’unit\u00e9s de production de ciment, essentiellement contr\u00f4l\u00e9es par des op\u00e9rateurs priv\u00e9s, pour une capacit\u00e9 de production annuelle estim\u00e9e \u00e0 environ sept millions de tonnes. Pourtant, a-t-il relev\u00e9, le march\u00e9 reste confront\u00e9 \u00e0 des ruptures d’approvisionnement et \u00e0 une hausse des prix, alors m\u00eame que la consommation nationale est inf\u00e9rieure \u00e0 la capacit\u00e9 de production disponible.<\/p>\n

Pour le gouvernement, cette situation traduit la n\u00e9cessit\u00e9 d’une intervention publique afin de garantir une meilleure disponibilit\u00e9 du produit et de favoriser des prix plus accessibles aux populations.<\/p>\n

La nouvelle soci\u00e9t\u00e9, dot\u00e9e d’un capital social de 5 milliards de F CFA, sera d\u00e9tenue \u00e0 60 % par l’\u00c9tat et \u00e0 40 % par des partenaires priv\u00e9s. Elle aura pour mission de contribuer \u00e0 l’approvisionnement du march\u00e9 national en ciment, de participer \u00e0 la stabilisation des prix et d’accompagner les efforts de d\u00e9veloppement du pays.<\/p>\n

Selon Serge Gnaniodem Poda, l’adoption des deux d\u00e9crets permet d\u00e9sormais d’engager les d\u00e9marches conduisant \u00e0 l’op\u00e9rationnalisation de CIM-SAHEL. Il a, par ailleurs, indiqu\u00e9 que le Pr\u00e9sident du Faso a instruit le gouvernement de prendre les dispositions n\u00e9cessaires pour une mise en place diligente de la soci\u00e9t\u00e9.<\/p>\n

\u00c0 moyen terme, les autorit\u00e9s attendent de cette entreprise qu’elle renforce les quantit\u00e9s de ciment disponibles sur le march\u00e9 national, facilite l’acc\u00e8s \u00e0 ce mat\u00e9riau strat\u00e9gique \u00e0 des co\u00fbts raisonnables et soutienne durablement la mise en \u0153uvre des programmes d’investissement publics ainsi que les initiatives du secteur priv\u00e9.<\/p>\n","protected":false},"excerpt":{"rendered":"
