A l\u2019\u00e8re du num\u00e9rique, cette puissance repose d\u00e9sormais sur une ressource invisible mais strat\u00e9gique : la donn\u00e9e. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">En inaugurant deux datacenters modulaires du Cloud gouvernemental \u00e0 Ouagadougou, le Burkina Faso fait un choix clair qui est \u00a0celui de ne plus confier le c\u0153ur de son fonctionnement institutionnel \u00e0 des serveurs lointains et \u00e0 des int\u00e9r\u00eats qui ne sont pas les siens. Car les donn\u00e9es publiques ne sont pas de simples fichiers. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Elles constituent la m\u00e9moire vivante de l\u2019Etat, l\u2019ossature de l\u2019action administrative, le nerf de la s\u00e9curit\u00e9 nationale et le socle de toute projection strat\u00e9gique. Les abandonner \u00e0 l\u2019ext\u00e9rieur, c\u2019est accepter une vuln\u00e9rabilit\u00e9 permanente, une d\u00e9pendance silencieuse et une souverainet\u00e9 sous condition. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">En les rapatriant sur le territoire national, le Burkina Faso r\u00e9affirme un principe fondamental : ce qui est vital pour la nation doit \u00eatre ma\u00eetris\u00e9 par la nation. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Ce tournant rompt avec des d\u00e9cennies d\u2019extraversion technologique, o\u00f9 l\u2019Afrique a souvent \u00e9t\u00e9 cantonn\u00e9e au r\u00f4le de consommatrice passive de solutions con\u00e7ues ailleurs, pens\u00e9es pour d\u2019autres priorit\u00e9s et gouvern\u00e9es par d\u2019autres int\u00e9r\u00eats.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Cette d\u00e9pendance, longtemps pr\u00e9sent\u00e9e comme une fatalit\u00e9 ou un mal n\u00e9cessaire, a surtout servi \u00e0 maintenir des rapports de domination feutr\u00e9s, mais bien r\u00e9els. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">L\u2019Etat burkinab\u00e8 choisit aujourd\u2019hui de sortir de ce sch\u00e9ma. Les datacenters inaugur\u00e9s ne sont donc pas un simple investissement technique. Ils incarnent une vision politique assum\u00e9e : celle d\u2019un Etat qui entend prot\u00e9ger ses informations, garantir la continuit\u00e9 de ses services publics et b\u00e2tir une autonomie num\u00e9rique durable. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">C\u2019est un acte de responsabilit\u00e9, mais aussi un signal fort adress\u00e9 aussi bien aux citoyens qu\u2019aux partenaires internationaux : le Burkina Faso entend d\u00e9cider par lui-m\u00eame des r\u00e8gles qui gouvernent son espace num\u00e9rique. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Cette avanc\u00e9e appelle cependant coh\u00e9rence et pers\u00e9v\u00e9rance. La ma\u00eetrise des donn\u00e9es doit s\u2019accompagner du d\u00e9veloppement des comp\u00e9tences locales, d\u2019une gouvernance rigoureuse du Cloud public et d\u2019une strat\u00e9gie claire de cybers\u00e9curit\u00e9. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Sans cela, l\u2019infrastructure resterait un symbole sans pleine efficacit\u00e9. La souverainet\u00e9 est un processus, pas un \u00e9v\u00e9nement. Au-del\u00e0 du num\u00e9rique, l\u2019enjeu est plus vaste. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Il interroge la capacit\u00e9 du pays \u00e0 reprendre le contr\u00f4le de ses secteurs strat\u00e9giques, \u00e0 penser son d\u00e9veloppement hors des mod\u00e8les impos\u00e9s et \u00e0 investir l\u00e0 o\u00f9 se joue r\u00e9ellement son avenir. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">L\u2019Etat qui ma\u00eetrise sa m\u00e9moire ma\u00eetrise aussi sa trajectoire.
