{"id":2794,"date":"2025-09-18T19:20:16","date_gmt":"2025-09-18T19:20:16","guid":{"rendered":"https:\/\/voxsahel.com\/?p=2794"},"modified":"2025-09-21T12:48:46","modified_gmt":"2025-09-21T12:48:46","slug":"burkina-faso-le-soja-et-la-tomate-sont-desormais-soumis-a-autorisation-dexportation","status":"publish","type":"post","link":"https:\/\/voxsahel.com\/?p=2794","title":{"rendered":"Burkina Faso : Le Soja et la tomate sont d\u00e9sormais soumis \u00e0 autorisation d\u2019exportation"},"content":{"rendered":"<p class=\"p1\"><span class=\"s2\">Au Burkina Faso, le Conseil des ministres a adopt\u00e9 ce jeudi <\/span><span class=\"s3\">18 novembre 2025, <\/span><span class=\"s2\"> un d\u00e9cret r\u00e9vis\u00e9 visant \u00e0 r\u00e9guler l&rsquo;importation et l&rsquo;exportation de certains produits cl\u00e9s, dans le but de renforcer la politique commerciale et industrielle du pays. Ce texte, qui modifie un d\u00e9cret ant\u00e9rieur dat\u00e9 de mars 2024, introduit plusieurs innovations majeures destin\u00e9es \u00e0 r\u00e9pondre aux d\u00e9fis \u00e9conomiques et environnementaux actuels.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">L&rsquo;objectif principal de ce d\u00e9cret r\u00e9vis\u00e9 est d\u2019ajuster la liste des produits soumis \u00e0 <\/span><span class=\"s1\">Autorisation sp\u00e9ciale d\u2019importation (ASI)<\/span><span class=\"s2\"> et \u00e0 <\/span><span class=\"s1\">Autorisation sp\u00e9ciale d\u2019exportation (ASE)<\/span><span class=\"s2\">, en prenant en compte les r\u00e9alit\u00e9s du march\u00e9 et les nouvelles l\u00e9gislations sur les emballages plastiques au Burkina Faso. Ce d\u00e9cret intervient \u00e9galement dans le cadre de la mise en \u0153uvre de la politique gouvernementale visant \u00e0 favoriser un financement autonome et structurant pour le d\u00e9veloppement des secteurs agricoles, pastoraux et halieutiques du pays.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">L\u2019une des innovations majeures de ce d\u00e9cret r\u00e9side dans l\u2019ajout de <\/span><span class=\"s1\">trois nouveaux produits \u00e0 l\u2019importation<\/span><span class=\"s2\">. Il s&rsquo;agit des Boissons sans alcool, des Boissons \u00e9nergisantes sans alcool et des Boissons \u00e9nerg\u00e9tiques sans alcool<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Ces produits, d\u00e9sormais soumis \u00e0 autorisation sp\u00e9ciale d\u2019importation, rejoignent une liste d\u00e9j\u00e0 bien fournie, et cette mesure vise \u00e0 mieux r\u00e9guler l\u2019arriv\u00e9e de ces produits sur le march\u00e9 burkinab\u00e9, souvent sujets \u00e0 des pr\u00e9occupations sanitaires et environnementales.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">En outre, la r\u00e9vision introduit <\/span><span class=\"s1\">huit nouveaux produits \u00e0 l\u2019exportation<\/span><span class=\"s2\">, un mouvement strat\u00e9gique pour encourager les exportations agricoles et renforcer les cha\u00eenes de valeur nationales. Les produits concern\u00e9s sont : Le riz et ses produits d\u00e9riv\u00e9s, le soja, l\u2019arachide avec coque et l\u2019arachide d\u00e9cortiqu\u00e9e, la tomate, l\u2019oignon, la mangue fra\u00eeche et le miel brut. <\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Ces produits repr\u00e9sentent des fili\u00e8res agricoles et agro-industrielles cl\u00e9s pour l\u2019\u00e9conomie burkinab\u00e9, et leur inscription sur la liste des produits soumis \u00e0 l\u2019ASE vise \u00e0 renforcer leur comp\u00e9titivit\u00e9 sur les march\u00e9s internationaux.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Un autre aspect notable de ce d\u00e9cret est sa <\/span><span class=\"s1\">conformit\u00e9 avec la l\u00e9gislation sur les emballages plastiques<\/span><span class=\"s2\">, qui s&rsquo;inscrit dans l&rsquo;engagement du gouvernement burkinab\u00e9 \u00e0 r\u00e9duire l\u2019utilisation de plastiques non biod\u00e9gradables. La r\u00e9vision de la liste des produits soumis \u00e0 autorisation sp\u00e9ciale d\u2019importation et d\u2019exportation entend ainsi r\u00e9pondre aux enjeux environnementaux tout en favorisant une meilleure gestion des flux commerciaux transnationaux.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Cette nouvelle r\u00e9glementation s\u2019inscrit \u00e9galement dans une logique de <\/span><span class=\"s1\">d\u00e9veloppement durable et structurant<\/span><span class=\"s2\">, visant \u00e0 soutenir les fili\u00e8res agricoles, pastorales et halieutiques locales. En r\u00e9gulant l\u2019entr\u00e9e et la sortie de certains produits, le gouvernement esp\u00e8re non seulement prot\u00e9ger le march\u00e9 int\u00e9rieur, mais aussi stimuler la production locale et accro\u00eetre les exportations de produits de qualit\u00e9 issus du terroir burkinab\u00e9.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">L\u2019adoption de ce d\u00e9cret vient renforcer les initiatives du gouvernement en faveur du d\u00e9veloppement \u00e9conomique, en particulier en mati\u00e8re d\u2019agriculture et d\u2019industrie.
