Plac\u00e9e sous le th\u00e8me : <\/span><span class=\"s3\">\u00ab Apport de la comptabilit\u00e9 des mati\u00e8res dans la gestion efficiente du patrimoine des \u00c9tablissements publics dans un contexte de raret\u00e9 des ressources d\u2019investissement \u00bb<\/span><span class=\"s2\">, cette session a mis en lumi\u00e8re des indicateurs financiers encourageants pour l\u2019exercice 2024.<\/span><\/p>\n<p class=\"p1\"><strong><span class=\"s1\">Des recettes en hausse de pr\u00e8s de 10 % pour les EPE<\/span><\/strong><\/p>\n<p class=\"p1\"><span class=\"s2\">Malgr\u00e9 un environnement \u00e9conomique tendu, les \u00e9tablissements publics ont su maintenir leur dynamisme. En 2024, 91 d\u2019entre eux ont enregistr\u00e9 des recettes, subventions incluses, pour un total de <\/span><span class=\"s1\">472,15 milliards FCFA<\/span><span class=\"s2\">, soit une <\/span><span class=\"s1\">hausse de 9,69 %<\/span><span class=\"s2\"> par rapport \u00e0 2023. Cette progression t\u00e9moigne d&rsquo;une r\u00e9silience remarquable des structures publiques dans la mobilisation des ressources.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Les d\u00e9penses d\u2019investissement et les remboursements d\u2019emprunts ont \u00e9galement connu une <\/span><span class=\"s1\">augmentation significative de 34,88 %<\/span><span class=\"s2\">, atteignant <\/span><span class=\"s1\">9,136 milliards FCFA<\/span><span class=\"s2\">. Le <\/span><span class=\"s1\">solde final de tr\u00e9sorerie<\/span><span class=\"s2\"> s\u2019\u00e9tablit ainsi \u00e0 <\/span><span class=\"s1\">142,069 milliards FCFA<\/span><span class=\"s2\">, contre <\/span><span class=\"s1\">118,940 milliards FCFA<\/span><span class=\"s2\"> l\u2019ann\u00e9e pr\u00e9c\u00e9dente, soit une <\/span><span class=\"s1\">hausse de 19,86 %<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\" style=\"text-align: center;\"><strong><span class=\"s1\">Les fonds nationaux maintiennent la dynamique, malgr\u00e9 une l\u00e9g\u00e8re baisse des financements<\/span><\/strong><\/p>\n<p class=\"p1\"><span class=\"s2\">Les <\/span><span class=\"s1\">11 fonds nationaux de financement<\/span><span class=\"s2\"> ont, eux aussi, affich\u00e9 des performances solides. Leurs recettes totales, incluant les subventions, ont grimp\u00e9 \u00e0 <\/span><span class=\"s1\">335,792 milliards FCFA<\/span><span class=\"s2\"> en 2024, contre <\/span><span class=\"s1\">275,468 milliards FCFA<\/span><span class=\"s2\"> en 2023, ce qui repr\u00e9sente une <\/span><span class=\"s1\">croissance de 21,90 %<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Cependant, les <\/span><span class=\"s1\">financements octroy\u00e9s<\/span><span class=\"s2\"> par ces fonds ont connu un l\u00e9ger recul de <\/span><span class=\"s1\">1,04 %<\/span><span class=\"s2\">, pour s\u2019\u00e9tablir \u00e0 <\/span><span class=\"s1\">124,152 milliards FCFA<\/span><span class=\"s2\">. Ces financements ont \u00e9t\u00e9 ventil\u00e9s \u00e0 hauteur de <\/span><span class=\"s1\">64,87 % pour les fonds d\u2019\u00e9quipement<\/span><span class=\"s2\"> et <\/span><span class=\"s1\">35,13 % pour les fonds de financement national<\/span><span class=\"s2\">. Le solde final de tr\u00e9sorerie des fonds s\u2019\u00e9l\u00e8ve \u00e0 <\/span><span class=\"s1\">87,142 milliards FCFA<\/span><span class=\"s2\">, en baisse par rapport aux <\/span><span class=\"s1\">118,969 milliards FCFA<\/span><span class=\"s2\"> enregistr\u00e9s en 2023.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Au-del\u00e0 des chiffres, cette 26<\/span><span class=\"s1\">\u1d49<\/span><span class=\"s2\"> assembl\u00e9e met l\u2019accent sur la <\/span><span class=\"s1\">comptabilit\u00e9 des mati\u00e8res<\/span><span class=\"s2\">, consid\u00e9r\u00e9e comme un outil strat\u00e9gique de gestion du patrimoine public. Dans un contexte de raret\u00e9 des ressources d\u2019investissement, la ma\u00eetrise de ce volet permettra d\u2019optimiser la performance des \u00e9tablissements publics et d\u2019accro\u00eetre leur impact dans la fourniture de services et le soutien \u00e0 l\u2019\u00e9conomie nationale.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Les 109 \u00e9tablissements publics et les 11 fonds nationaux examin\u00e9s cette ann\u00e9e restent des <\/span><span class=\"s1\">piliers de la mise en \u0153uvre des politiques publiques<\/span><span class=\"s2\">, en particulier \u00e0 travers le financement des <\/span><span class=\"s1\">petites et moyennes entreprises<\/span><span class=\"s2\"> et les <\/span><span class=\"s1\">projets structurants<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">En somme, les indicateurs financiers pr\u00e9sent\u00e9s lors de cette assembl\u00e9e g\u00e9n\u00e9rale d\u00e9montrent une <\/span><span class=\"s1\">gestion en am\u00e9lioration continue<\/span><span class=\"s2\">, tout en appelant \u00e0 une <\/span><span class=\"s1\">plus grande rigueur dans l\u2019optimisation des ressources<\/span><span class=\"s2\">.
