{"id":2044,"date":"2025-05-27T09:58:51","date_gmt":"2025-05-27T09:58:51","guid":{"rendered":"https:\/\/voxsahel.com\/?p=2044"},"modified":"2025-05-27T09:58:51","modified_gmt":"2025-05-27T09:58:51","slug":"burkina-fraude-douaniere-un-reseau-demantele-plus-de-35-milliards-de-fcfa-en-jeu","status":"publish","type":"post","link":"https:\/\/voxsahel.com\/?p=2044","title":{"rendered":"Burkina\/Fraude douani\u00e8re : un r\u00e9seau d\u00e9mantel\u00e9, plus de 3,5 milliards de FCFA en jeu"},"content":{"rendered":"<p class=\"p2\"><span class=\"s1\">Une vaste op\u00e9ration men\u00e9e conjointement par la Direction g\u00e9n\u00e9rale des douanes, \u00e0 travers la Direction de la Lutte Contre la Fraude et la Surveillance du Territoire (DLCF-ST), et le Service R\u00e9gional de la Police Judiciaire du Centre (SRPJ-C), a permis de d\u00e9manteler un r\u00e9seau de fraude douani\u00e8re d\u2019une ampleur in\u00e9dite. Cette fraude, estim\u00e9e \u00e0 plus de 3,5 milliards de FCFA, repose sur une exploitation abusive des avantages pr\u00e9vus par le Code des investissements, notamment les exon\u00e9rations douani\u00e8res.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">L\u2019affaire a d\u00e9but\u00e9 par un renseignement signalant un op\u00e9rateur \u00e9conomique dans l\u2019incapacit\u00e9 de percevoir le paiement d\u2019une livraison de v\u00e9hicules, faute de pr\u00e9sentation d\u2019une attestation douani\u00e8re conforme. L\u2019enqu\u00eate d\u00e9clench\u00e9e a permis de d\u00e9couvrir un syst\u00e8me structur\u00e9 de fraude, bas\u00e9 sur la cr\u00e9ation de soci\u00e9t\u00e9s fictives, destin\u00e9es \u00e0 obtenir des arr\u00eat\u00e9s d\u2019agr\u00e9ment au r\u00e9gime du Code des investissements. Ces documents \u00e9taient ensuite remis \u00e0 des Commissionnaires en Douane Agr\u00e9\u00e9s (CDA), qui les utilisaient pour faire entrer sur le territoire des v\u00e9hicules n\u2019ayant aucun lien avec les soci\u00e9t\u00e9s b\u00e9n\u00e9ficiaires des agr\u00e9ments. Les d\u00e9tenteurs desdits agr\u00e9ments recevaient, en contrepartie, une r\u00e9mun\u00e9ration pour chaque op\u00e9ration frauduleuse.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Au total, 181 v\u00e9hicules ont \u00e9t\u00e9 d\u00e9douan\u00e9s de mani\u00e8re irr\u00e9guli\u00e8re \u00e0 l\u2019aide de seulement trois arr\u00eat\u00e9s d\u2019agr\u00e9ment, repr\u00e9sentant une valeur marchande de 2,08 milliards FCFA, avec un pr\u00e9judice fiscal de 576,3 millions FCFA en droits et taxes \u00e9lud\u00e9s. Environ cinquante de ces v\u00e9hicules ont pu \u00eatre r\u00e9gularis\u00e9s, g\u00e9n\u00e9rant 127 millions FCFA de droits compl\u00e9mentaires et 131,5 millions FCFA d\u2019amendes.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Les investigations ont permis de constater qu\u2019au total, 219 v\u00e9hicules sont concern\u00e9s par des transactions frauduleuses en cours ou partiellement trait\u00e9es, pour une valeur de 2,8 milliards FCFA, avec un manque \u00e0 gagner pour l\u2019\u00c9tat estim\u00e9 \u00e0 773 millions FCFA. \u00c0 ce jour, 200,4 millions FCFA de droits et taxes ont \u00e9t\u00e9 recouvr\u00e9s et 241,5 millions FCFA d\u2019amendes inflig\u00e9es. Par ailleurs, 95 autres v\u00e9hicules ont \u00e9t\u00e9 identifi\u00e9s dans des dossiers sans d\u00e9but de traitement, repr\u00e9sentant une valeur de 762,6 millions FCFA et un montant de 188,9 millions FCFA de droits \u00e9lud\u00e9s.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">L\u2019enqu\u00eate a \u00e9galement mis en \u00e9vidence un faisceau d\u2019infractions annexes, notamment l\u2019immatriculation de v\u00e9hicules sur la base de d\u00e9clarations douani\u00e8res inexistantes ou falsifi\u00e9es. Certains v\u00e9hicules \u00e9taient sous le r\u00e9gime d\u2019Admission Temporaire (AT) mais n\u2019ont jamais \u00e9t\u00e9 r\u00e9export\u00e9s \u00e0 la fin de leur s\u00e9jour l\u00e9gal, sans qu\u2019aucune demande de prorogation n\u2019ait \u00e9t\u00e9 introduite, en totale violation de la r\u00e9glementation.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Face \u00e0 la gravit\u00e9 des faits, le Directeur g\u00e9n\u00e9ral des douanes a lanc\u00e9 un appel solennel au civisme fiscal et \u00e0 la d\u00e9fense des int\u00e9r\u00eats du Tr\u00e9sor public, soulignant que la fraude douani\u00e8re compromet les \u00e9quilibres \u00e9conomiques et prive l\u2019\u00c9tat de ressources essentielles au d\u00e9veloppement, en particulier dans un contexte national sensible.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Quatre nouvelles soci\u00e9t\u00e9s font actuellement l\u2019objet d\u2019investigations pour des faits similaires, et des proc\u00e9dures sont en cours afin d\u2019\u00e9valuer l\u2019\u00e9tendue r\u00e9elle de leur implication.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Cette op\u00e9ration t\u00e9moigne de la vigilance renforc\u00e9e des services douaniers, de leur engagement dans la lutte contre la fraude, et de leur volont\u00e9 de restaurer l\u2019int\u00e9grit\u00e9 du syst\u00e8me fiscal tout en promouvant la responsabilit\u00e9 des acteurs \u00e9conomiques et le respect de l\u2019\u00c9tat de droit.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Une vaste op\u00e9ration men\u00e9e conjointement par la Direction g\u00e9n\u00e9rale des douanes, \u00e0 travers la Direction<\/p>\n","protected":false},"author":2,"featured_media":2045,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","footnotes":""},"categories":[5],"tags":[130,18,170,746,142,146,129,370,310],"class_list":["post-2044","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-societe","tag-brigade-mobile-de-controle-economique-et-de-la-repression-des-fraudes","tag-burkina-faso","tag-coordination-nationale-de-lutte-contre-la-fraude","tag-direction-generale-des-douanes","tag-douane","tag-douanes-du-burkina-faso","tag-fraude","tag-observatoire-pour-la-celerite-des-operations-douanieres-au-burkina-faso","tag-organisation-mondiale-des-douanes"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.5 -
