Pour le Dr Modibo Hamadoun Bocoum, agro-\u00e9conomiste et consultant international, ces trois pays r\u00e9unis au sein de l\u2019Alliance des \u00c9tats du Sahel (AES) sont les v\u00e9ritables berceaux de l\u2019\u00e9levage en Afrique, et peuvent devenir une <strong>puissance \u00e9conomique majeure<\/strong> \u00e0 l\u2019\u00e9chelle continentale voire mondiale gr\u00e2ce \u00e0 ce secteur.<\/p>\n<p>\u00ab\u202fAvec une bonne organisation, l\u2019AES peut devenir une v\u00e9ritable puissance dans le domaine de l\u2019\u00e9levage\u202f\u00bb, affirme-t-il avec conviction. Pr\u00e9sident du Groupe Pivot Emploi au Sahel et initiateur du programme <strong>Schindel-Emploi<\/strong>, le Dr Bocoum plaide pour une <strong>strat\u00e9gie structur\u00e9e et ambitieuse<\/strong>, capable de transformer le potentiel pastoral de ces pays en v\u00e9ritable levier de d\u00e9veloppement.<\/p>\n<p><strong>Une \u00e9conomie \u00ab\u00a0matricielle\u00a0\u00bb \u00e0 fort rendement<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Selon lui, le b\u00e9tail constitue une <strong>matrice territoriale strat\u00e9gique<\/strong> pour ces \u00c9tats, au c\u0153ur m\u00eame des \u00e9conomies locales. \u00ab Le Mali, le Burkina et le Niger, c&rsquo;est le berceau principal de la matrice territoriale b\u00e9tail de la CEDEAO \u00bb, rappelle-t-il. \u00c0 cela s\u2019ajoute un avantage comparatif de taille : une viande <strong>naturellement halal<\/strong>, qui s\u00e9duit d\u00e9j\u00e0 les pays du Golfe.<\/p>\n<p>En 2016, lors d\u2019une rencontre \u00e0 Jeddah organis\u00e9e par l\u2019Organisation de la Coop\u00e9ration Islamique (OCI), l\u2019expert a r\u00e9ussi \u00e0 faire repr\u00e9senter le Mali pour discuter d\u2019opportunit\u00e9s commerciales autour de la viande halal. Les march\u00e9s du Moyen-Orient, en forte demande, repr\u00e9sentent une <strong>mine d\u2019or<\/strong> pour les exportations sah\u00e9liennes.<\/p>\n<p><strong>500 000 bovins par an : un objectif r\u00e9aliste<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Dans une projection audacieuse mais r\u00e9aliste, le Dr Bocoum \u00e9voque la possibilit\u00e9 pour l\u2019AES de r\u00e9pondre \u00e0 <strong>1 % de la demande halal de l\u2019OCI<\/strong>, soit l\u2019\u00e9quivalent d\u2019environ <strong>500 000 t\u00eates de bovins \u00e0 abattre chaque ann\u00e9e<\/strong>. Pour ce faire, il pr\u00e9conise la mise en place <strong>d\u2019abattoirs centraux certifi\u00e9s<\/strong> aux normes internationales (ISO 22000 et halal) au Burkina Faso et au Niger.<\/p>\n<p>Cette industrialisation de l\u2019abattage serait coupl\u00e9e \u00e0 la cr\u00e9ation de <strong>trusts de culture fourrag\u00e8re<\/strong>, afin de garantir une alimentation de qualit\u00e9 pour le b\u00e9tail, tout en assurant un suivi sanitaire strict. \u00ab On est naturellement halal, mais il faut quand m\u00eame donner de la paperasse \u00bb, rappelle-t-il avec pragmatisme.<\/p>\n<p><strong>L\u2019OMC et le halal : une opportunit\u00e9 \u00e0 saisir<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Fait int\u00e9ressant : l\u2019Organisation Mondiale du Commerce (OMC) aurait peu de moyens d\u2019entraver ce commerce, tant le <strong>march\u00e9 du halal \u00e9chappe aux circuits classiques<\/strong>. \u00ab Le halal, c\u2019est vraiment une lecture difficile pour l\u2019OMC \u00bb, souligne le consultant, laissant entrevoir un espace de man\u0153uvre consid\u00e9rable pour les pays du Sahel.<\/p>\n<p><strong>Une pluie de devises \u00e0 port\u00e9e de main<\/strong><\/p>\n<p><strong>\u00a0<\/strong>\u00c0 Duba\u00ef, \u00e0 La Mecque ou \u00e0 Abou Dhabi, le prix du kilo de viande bovine atteint des sommets. En capitalisant sur cette demande, les \u00c9tats sah\u00e9liens pourraient faire entrer <strong>des tonnes de devises<\/strong>, redonnant ainsi un souffle \u00e9conomique \u00e0 des pays enclav\u00e9s, souvent d\u00e9pendants de l\u2019aide ext\u00e9rieure.<\/p>\n<p><strong>Le Sahel, \u00ab\u00a0grainier\u00a0\u00bb et \u00ab\u00a0boucherie\u00a0\u00bb de l\u2019Afrique<\/strong><\/p>\n<p>Au-del\u00e0 de la viande, Dr Bocoum croit aussi au potentiel agricole global de la r\u00e9gion. \u00ab L\u2019ARS, si elle veut et elle s\u2019y applique, peut devenir une puissance agricole en Afrique. Un grainier extraordinaire. \u00bb De quoi transformer l\u2019image du Sahel, de zone fragile \u00e0 <strong>bastion strat\u00e9gique de l\u2019agrobusiness africain<\/strong>.
