Le professeur agr\u00e9g\u00e9 de la facult\u00e9 des sciences \u00e9conomiques de l&rsquo;universit\u00e9 Norbert-Zongo, Oumar Zall\u00e9, \u00e9galement chef du d\u00e9partement du second cycle, Master en \u00e9conomie appliqu\u00e9e, s&rsquo;est exprim\u00e9 sur les d\u00e9fis et opportunit\u00e9s qu&rsquo;offre cette initiative pour les pays membres de l&rsquo;AES et pour la CEDEAO.<\/p>\n<p>Selon le Pr Zall\u00e9, la premi\u00e8re \u00e9tape essentielle pour une coop\u00e9ration \u00e9conomique efficace entre les pays de l&rsquo;AES r\u00e9side dans la cr\u00e9ation d&rsquo;un march\u00e9 commun. Bien que l&rsquo;UEMOA ait d\u00e9j\u00e0 pos\u00e9 les bases d&rsquo;une int\u00e9gration \u00e9conomique, il est n\u00e9cessaire d&rsquo;adapter ce march\u00e9 aux besoins sp\u00e9cifiques des trois pays membres de l&rsquo;AES. L&rsquo;objectif est de rapprocher les entreprises et les consommateurs en r\u00e9duisant les co\u00fbts de transaction.<\/p>\n<p>Un autre levier majeur pour la consolidation de cette communaut\u00e9 \u00e9conomique repose sur l&rsquo;am\u00e9lioration des infrastructures transfrontali\u00e8res, en particulier les infrastructures routi\u00e8res. Ces am\u00e9liorations permettront de r\u00e9duire significativement les co\u00fbts logistiques, qui constituent souvent un frein majeur aux \u00e9changes commerciaux entre les pays membres. La mise en place d&rsquo;un r\u00e9seau routier efficace faciliterait ainsi la circulation des biens et des personnes, stimulant le commerce intra-r\u00e9gional.<\/p>\n<p>Le Pr Zall\u00e9 souligne \u00e9galement l&rsquo;importance du renforcement des capacit\u00e9s institutionnelles et financi\u00e8res. Certaines initiatives sont d\u00e9j\u00e0 en cours, notamment la cr\u00e9ation de banques et de fonds de solidarit\u00e9 \u00e9conomique et de d\u00e9veloppement. Ces institutions auront pour mission d&rsquo;accompagner les efforts de d\u00e9veloppement \u00e9conomique et de r\u00e9sorber les d\u00e9fis financiers auxquels font face les pays de l&rsquo;AES.<\/p>\n<p>L&rsquo;une des mesures cl\u00e9s avanc\u00e9es concerne l&rsquo;harmonisation des politiques \u00e9conomiques, notamment fiscales et d&rsquo;investissement. Plut\u00f4t que d&rsquo;entrer en concurrence pour attirer les investisseurs \u00e9trangers, les pays de l&rsquo;AES doivent adopter des dispositions communes en mati\u00e8re de co\u00fbts d&rsquo;investissement. Cette uniformisation des politiques permettrait de renforcer l&rsquo;attractivit\u00e9 \u00e9conomique de la zone et de favoriser l&rsquo;\u00e9mergence de secteurs de coop\u00e9ration majeurs.<\/p>\n<p>Enfin, au-del\u00e0 des d\u00e9cisions politiques, le succ\u00e8s de l&rsquo;AES repose sur l&rsquo;adh\u00e9sion des populations \u00e0 cette dynamique d&rsquo;int\u00e9gration. Assurer une mobilisation sociale autour du projet est essentiel pour garantir sa viabilit\u00e9 \u00e0 long terme.<\/p>\n<p>En somme, le renforcement de l&rsquo;int\u00e9gration \u00e9conomique, le d\u00e9veloppement des infrastructures, la consolidation des capacit\u00e9s institutionnelles et l&rsquo;harmonisation des politiques \u00e9conomiques apparaissent comme les principaux piliers d&rsquo;une Zone AES \u00e9conomiquement forte.
