L’Alliance des \u00c9tats du Sahel (AES), regroupant le Burkina Faso, le Mali et le Niger, suscite de nombreux d\u00e9bats quant \u00e0 sa viabilit\u00e9 \u00e9conomique. Pour certains observateurs, l’absence d’acc\u00e8s \u00e0 la mer et les d\u00e9fis s\u00e9curitaires constituent des obstacles majeurs \u00e0 son d\u00e9veloppement. Cependant, le professeur Oumar Zall\u00e9, agr\u00e9g\u00e9 en sciences \u00e9conomiques et chef du d\u00e9partement du deuxi\u00e8me cycle en \u00e9conomie appliqu\u00e9e \u00e0 l’universit\u00e9 Norbert-Zongo, estime que la r\u00e9ussite de l’AES d\u00e9pend avant tout de la volont\u00e9 politique et d’une strat\u00e9gie \u00e9conomique bien d\u00e9finie.<\/p>\n

Selon le Pr Zall\u00e9, la premi\u00e8re condition pour assurer la viabilit\u00e9 \u00e9conomique de l’AES repose sur l’engagement des dirigeants \u00e0 structurer cet espace de coop\u00e9ration. \u00ab L’engagement politique est tr\u00e8s important ! Si on faillit \u00e0 ce niveau, syst\u00e9matiquement, rien ne va marcher \u00bb, affirme-t-il. En d’autres termes, il ne suffit pas de cr\u00e9er une alliance \u00e9conomique, encore faut-il la doter de m\u00e9canismes concrets pour garantir son efficacit\u00e9.<\/p>\n

L’\u00e9conomiste souligne \u00e9galement que la mise en place de projets structurants \u00e0 l’\u00e9chelle des trois pays est essentielle pour favoriser l’int\u00e9gration \u00e9conomique et l’essor commercial de la zone. L’\u00e9limination des barri\u00e8res commerciales, le d\u00e9veloppement des infrastructures et la coordination des politiques \u00e9conomiques figurent parmi les principaux leviers d’action.<\/p>\n

Le Pr Zall\u00e9 insiste sur la n\u00e9cessit\u00e9 d’une diversification \u00e9conomique au sein de l’AES afin d’\u00e9viter une duplication des mod\u00e8les \u00e9conomiques nationaux. \u00ab Il faut travailler \u00e0 diversifier les \u00e9conomies pour rendre les trois pays compl\u00e9mentaires \u00bb, explique-t-il. Cela implique un renforcement des secteurs productifs et une valorisation des ressources locales afin de favoriser une croissance inclusive et durable.<\/p>\n

En outre, la stabilit\u00e9 s\u00e9curitaire demeure un enjeu crucial. L’expert estime que sans un renforcement de la coop\u00e9ration militaire et une lutte efficace contre l’ins\u00e9curit\u00e9, aucun projet \u00e9conomique ne pourra prosp\u00e9rer.<\/p>\n

L’un des principaux arguments des sceptiques repose sur le fait que les pays de l’AES sont enclav\u00e9s. Toutefois, pour le Pr Zall\u00e9, cet obstacle peut \u00eatre surmont\u00e9 gr\u00e2ce \u00e0 des strat\u00e9gies adapt\u00e9es. Il met en avant le potentiel de d\u00e9veloppement des infrastructures de transport, notamment le chemin de fer, qui permettra d’am\u00e9liorer la connectivit\u00e9 entre les trois \u00c9tats et avec les pays c\u00f4tiers.<\/p>\n

Il rappelle que ces nations ne sont pas en rupture totale avec les \u00c9tats ayant un acc\u00e8s \u00e0 la mer, et que des accords commerciaux et des investissements dans la logistique peuvent b\u00e9n\u00e9ficier de ce handicap. \u00ab Les pays de l’AES n’ont pas n\u00e9cessairement \u00e0 consid\u00e9rer le fait de ne pas avoir acc\u00e8s \u00e0 la mer comme une fatalit\u00e9 \u00bb, affirme-t-il, prenant pour exemple le r\u00f4le strat\u00e9gique du port de Lom\u00e9 pour les pays voisins.<\/p>\n

Malgr\u00e9 les d\u00e9fis, l’AES dispose d’atouts \u00e9conomiques significatifs, notamment une richesse en ressources naturelles et un positionnement g\u00e9ographique strat\u00e9gique. Pour garantir son succ\u00e8s, une feuille de route claire, ax\u00e9e sur la coop\u00e9ration, la diversification \u00e9conomique et le d\u00e9veloppement des infrastructures, doit \u00eatre mise en place.<\/p>\n

L’AES a ainsi le potentiel de devenir une zone \u00e9conomique dynamique, \u00e0 condition que ses membres adoptent une approche proactive et concert\u00e9e pour assurer sa viabilit\u00e9 \u00e0 long terme.<\/p>\n
