La Direction g\u00e9n\u00e9rale des douanes (DGD) du Burkina Faso a comm\u00e9mor\u00e9 en diff\u00e9r\u00e9 la Journ\u00e9e internationale de la Douane (JID) les 30 et 31 janvier 2025 \u00e0 Ouagadougou. Plac\u00e9e sous le th\u00e8me : \u00ab Une douane qui concr\u00e9tise ses engagements en mati\u00e8re d\u2019efficacit\u00e9, de s\u00e9curit\u00e9 et de prosp\u00e9rit\u00e9 \u00bb, cette c\u00e9l\u00e9bration a \u00e9t\u00e9 marqu\u00e9e par des r\u00e9flexions strat\u00e9giques et des distinctions honorifiques.<\/p>\n

L\u2019ouverture des travaux a \u00e9t\u00e9 effectu\u00e9e le jeudi 30 janvier par Mamadou S\u00e9r\u00e9, conseiller technique repr\u00e9sentant le ministre de l\u2019\u00c9conomie et des Finances, Aboubakar Nacanabo. Il a soulign\u00e9 la n\u00e9cessit\u00e9 pour les administrations douani\u00e8res d\u2019adopter des strat\u00e9gies innovantes afin de faire face aux d\u00e9fis \u00e9mergents tels que les r\u00e9volutions technologiques, les crises environnementales et sanitaires.<\/p>\n

De son c\u00f4t\u00e9, le Directeur g\u00e9n\u00e9ral des douanes, Adama Ilboudo, a insist\u00e9 sur l\u2019importance de traduire les engagements de l\u2019administration en actions concr\u00e8tes. Il a notamment mis en avant plusieurs r\u00e9formes en cours, telles que l\u2019interfa\u00e7age du syst\u00e8me douanier avec celui de l\u2019\u00e9valuation des v\u00e9hicules CCVA, la digitalisation du suivi des envois postaux en collaboration avec La Poste Burkina Faso, ainsi que l’acquisition de scanners ultra-modernes pour renforcer les contr\u00f4les.<\/p>\n

Objectif 2025 : 1 253 milliards FCFA de recettes<\/strong><\/p>\n

Malgr\u00e9 un contexte s\u00e9curitaire et \u00e9conomique difficile, la DGD a r\u00e9ussi \u00e0 mobiliser 1 083 milliards FCFA sur un objectif de 1 106 milliards FCFA en 2024, soit un taux de r\u00e9alisation de 97,93 %. Forte de cette performance, elle s\u2019est fix\u00e9 un objectif ambitieux pour 2025 : atteindre 1 253 milliards FCFA de recettes.<\/p>\n

Deux communications th\u00e9matiques ont \u00e9t\u00e9 pr\u00e9sent\u00e9es durant cette c\u00e9l\u00e9bration. La premi\u00e8re portait sur la collaboration entre la douane et la Cellule nationale de traitement des informations financi\u00e8res (CENTIF) pour lutter contre le blanchiment d\u2019argent et le financement du terrorisme. La seconde s\u2019est int\u00e9ress\u00e9e \u00e0 l\u2019impact de la digitalisation sur les proc\u00e9dures douani\u00e8res et la collecte des recettes.<\/p>\n

La c\u00e9r\u00e9monie de cl\u00f4ture, qui s\u2019est tenue le vendredi 31 janvier, a \u00e9t\u00e9 marqu\u00e9e par une remise de distinctions. Vingt laur\u00e9ats, dont 16 personnels douaniers et 4 partenaires, ont re\u00e7u des attestations de m\u00e9rite d\u00e9cern\u00e9es par l’Organisation mondiale des douanes (OMD). Par ailleurs, la DGD a honor\u00e9 ses retrait\u00e9s de 2024 en leur remettant des m\u00e9dailles et des attestations de reconnaissance.<\/p>\n

Adama Ilboudo a insist\u00e9 sur l\u2019importance de ces distinctions pour encourager une culture de l\u2019excellence au sein de l\u2019administration douani\u00e8re. \u00ab La reconnaissance publique est essentielle pour motiver les agents \u00e0 redoubler d\u2019efforts. Elle envoie un signal fort \u00e0 tous : le travail bien fait est toujours valoris\u00e9 \u00bb, a-t-il d\u00e9clar\u00e9.<\/p>\n

Le repr\u00e9sentant des retrait\u00e9s, l’inspecteur des douanes Etienne Ilboudo, a exprim\u00e9 sa gratitude envers la DGD pour cette marque d’attention. Il a soulign\u00e9 que cette c\u00e9l\u00e9bration t\u00e9moigne de la volont\u00e9 de l’administration de maintenir un lien affectif avec ses anciens agents.<\/p>\n

Distingu\u00e9 pour son abn\u00e9gation, l\u2019inspecteur technique des douanes Amadou Ou\u00e9draogo a appel\u00e9 ses coll\u00e8gues \u00e0 pers\u00e9v\u00e9rer dans l’effort et \u00e0 s\u2019inspirer de leurs a\u00een\u00e9s pour am\u00e9liorer leurs performances.<\/p>\n

La JID 2025 a \u00e9t\u00e9 l\u2019occasion pour l\u2019administration douani\u00e8re du Burkina Faso de r\u00e9affirmer son engagement en faveur d’une modernisation continue et d’un renforcement de ses capacit\u00e9s. Les perspectives sont ambitieuses, et les efforts fournis d\u00e9montrent une volont\u00e9 ferme de garantir une douane plus efficace, s\u00e9curis\u00e9e et au service du d\u00e9veloppement \u00e9conomique du pays.<\/p>\n
